transforming individual vertices

Hellow Can I transform an individual vertix that are part of a mesh? Can I group together few vertices of a mesh and apply a transformation on them, while the other vertices in that specific mesh remain untransformed? What is the DX8 topic I should read about this? Any tutorials that discuss this topic will help. My best regards If love is illusion and hate is real, I would rather be crazy
