Matrix, what do they mean?

Hi! I was looking at DelphiX 3D samples, but I don''t understand what do those numbers in the matrix mean. For example, they create a matrix for a camera that is backed out along the z-axis, and looks down by rotating the x-axis by -0.5 radians, and they assign some numbers... but how do they know which places to assign in the matrix?
