Game runs faster on faster computers

Ok so its not exactly a ''game'' yet, but the speed of my graphics demo is directly related to the speed of the computer it is run on. It even runs faster/slower on the same computer depending on wether it is full screen or windowed. I know the solution must have to do with a time() function somehow, but I havn''t been able to implement anything that doesn''t muck things up even more. I''m using Opengl and windows. Thanks for any help. Sorry if this has been asked before. Its not my fault I''''m the biggest and the strongest; I don''''t even exercise.
