  3. You can render to a texture of 320x200 and use a linear scaling method to make it full screen.
  4. So it's really a C++ problem? Sockets aren't incredibly complicated. I would suggest Beej's guide for learning BSD sockets. http://beej.us/guide/bgnet/. Whats the goal here, why between two different platforms. Are you aware of Mono and OpenTK on linux?

    http://www.sfml-dev.org/ - This does the hardware accelerated OpenGL sprites you are looking for and will probably save you a chunk of time.

    love2d - http://love2d.org/ - uses lua, lots of examples. it's pretty simple to learn. and for 3d, well, theres Unity.

    Thats really what WPF is for, I'm afraid. You could dynamically generate your UI as well, but that makes it harder for other people to inspect.

    I'm not really sure what this has to do with game development. You want to put up a web site and make money from it? What do you like to do? Is it something other people like to do? Is there any money in making it available to others?
