Writing for Windows CE

Anyone written any software for Windows CE (for handheld devices)? Whats the best way to go about it. I have Windows ME on my PC. Do you have to have an emulator for each type of hanheld device or what?

We had Embedded Visual Studio (which included Embedded Visual C++ and Embedded VB). It was free to download (although somewhat large). Then you just program as normal. It provides an emulator and the capability to upload the program to the device.
