Looking for Game development engine/frame for ~$1K? ~15 years in C/C++/Windows (2 in IT software management). Love games, just starting game development - want to start my son. What's the best package I can get?

I really don't know what is the best game SDK, but you should look for CrystalSpace engine http://crystal.linuxgames.com
You can found a good review at http://www.flipcode.com in Engines review section.
CrystalSpace is fully free and with open sources.
