I suppose it would help to state where you saw it. That might clear up some issues. If it is a programming language, I'd be willing to bet it denotes an exponent. In mathematics I've only ever seen it used above a vector just to represent that the variable is, in fact, a vector.

Well, ^ ("hat") above a vector usually means it is normalised. Vectors are normally distinguished from scalars by either being bold (in books) or with a line or squiggly line underneath (in writing).
I suggest that someone paint all these symbols in paint and post it, because I only see the ^ and little rectangles.
