From what I've seen, the only changes fro 7 to 7a were to parts of DirectInput, mainly some force feedback stuff. That doesn't really explain why the download is so much bigger though.

Who knows what is the difference between DX7 SDK(~100Mb) and DX7A SDK(~200Mb)?

The DX7a SDK (~200MB) also contains the DXMedia SDK, the DX7 SDK doesn't.
