I would, actually I was thinking about making a game like that for a long time, not exactly that, but I always wondered why nobody would take sim-city, settlers, anno series concept of sim building and couple it with more realistic simplified warfare like Total war series, or older games with real-time battles like pretorian, and make it all real-time in a sandbox environment with ability to zoom out and manage more complex grand strategy elements on a campaign map.
