Yes. If you haven't been to the site for a while it will also condense similar events into a single display rather than a flood of individual items.
We've had a report that it sometimes blocks the normal user interface on lower resolutions, which we'll have to take a look at.

This seems to have a bug in it.
I recently got into a somewhat heated debate in which I was getting voted up and down a lot.
After one of the down votes the green bar appeared stating the topic’s name, but did not indicate any + or - score. It should have been, I believe -9, as I was down-voted 3 times since my last refresh.
Just now I refreshed after watching Naruto, during which time I got a +1 in that topic.
I clicked the green to show me which post, acknowledged it, and went back to the “Technical Forum” list via a direct link (not by hitting back etc.) and the green notification appeared again.
I noticed my rating had not changed so I clicked the green bar again out of curiosity and it took me to the same post as before, with the same rating as before I even clicked the first green bar.
I know that the green bars will come back if you use the Back button on your browser, but I am certain that I did not in this case, although I did go to the same page as where the Back button would have taken me.
I have seen this a few times in the past as well but had not paid so close attention to my actions to be sure. So this time I was paying close attention. There seems to be a way to cause duplicate green bars, probably by going right back to the previous page even without the Back button’s help.

The duplication also happens on the "Loading..." indicators in the mobile version when using opera mobile... which is annoying since they soon block the whole view
I think this is a caching issue with our reverse proxy.. if you visit a page you were just on recently (even if it was customized just for you) it caches it for a small period of time. This is a bit of an unexpected consequence.
