Hello, how would i open multiple screens, of different sizes, independent of each other, however in the same program(like a popup window), with sdl and c++?

Which version of SDL are you using? If you're using 1.2 then you're out of luck. If using 1.3/2.0 then it should just be a matter of calling SDL_CreateWindow() multiple times.

I'm using 1.2.15. Is 1.3/2.0 very different from 1.2.15? and what site can i use to learn it. Also, can i do it using openGL?

You might want to look at the SDL 2.0 migration guide for the important differences. And, yes, it can be used to work with OpenGL.
