Hi can someone please explain to me how to make an OpenGL wrapper or any websites that can explain this in depth please?

A library B is sometimes called a wrapper around library A if it basicly exports the same functions with different names. You can for example call the Windows version of Allegro a wrapper around DirectDraw.
I think that your question is about something else...(?)
