Hi, I was just wondering if anyone can recommend a easy to use library that will work with DirectX (on top of the back-buffer) for things like creating menus, popups, tickboxes, drop-down boxes, tab-menus, etc..?

DXUT hands down. There is a DX9 and DX10 and 11 version of it.

I have been discussing this on the Hieroglyph 3 discussion forums, and there is actually a brand new open source project that looks promising: D2D1Renderer.  It is very light weight, uses Direct2D with a shared texture surface, and is more or less very easy to use.  It is just getting started, but looks like it has a good future.

It is relatively easy to use gwen gui, there are samples included for several different rendering frameworks, opengl, direct2d, Allegro, SFML etc. (It takes som tinkering making direct2d work with directx but there exist some good tutorials on how to do it).
