It's been a long time since I seriously used HTML (think HTML 3), and I don't really know any Javascript.  I know plenty of application-level/scripting languages, but don't have a lot of GUI experience in any of them (except for some swing/AWT in Java, which I refuse to use because I hate).

 

Given these sorts of fuzzy soft requirements (menu-driven, all text), which would you use to make such a game?  I don't really care about compatibility or high-performance, just something that's good at flexible UI (since I really have no idea how it's going to end up looking) and which makes it easy to dynamically load data files.
