i think that just like when asking help for games in the help wanted section we also need a template for those who are offering services. most importantly you need to have a portfolio to show people your past work so they can tell if you have the skills, if you're effecient, and most importantly if your art style fits the curent game's.
so, to sum up, you might want to show a portfolio.

Hello, if you are interested, we are working on a space-based MMO with third/first person shooter modes as well as space flight mode -- we are just now switching to the Torque Shader Engine (now called TGEA I believe) so it is an optimal time for us to take on new talent. This game is aimed now toward developing next generation graphics, and we are in need of skilled 3d artists. Right now we cannot pay, but once we get funding (plan for this is in progress), you will be paid.
