Even most commercial engines don''t reach the quality of UT or Q3A, which is why Epic and id pull in so much money of licencing them.
I''d suggest looking at the Genesis3D 1.x, CrystalSpace and Jet3D engines to start out with. Each has slightly different terms of use, but the basic gist is that under most circumstances you can use them for free, and they include full source code.
