Then I think there will need to be some sort of Editor role then to adjudicate votes/submissions.

What about a down voting cool down period? E.g. -10 rep, 24 cool off before you can down vote, -50 rep, 1 week cool off and so on.

There will be a cap on the number of upvotes / downvotes one can cast per day. If we didn't cap that you could theoretically go back and upvote a person's entire posting history and radically inflate their reputation.
