Where to find good character animators?

Greetings to all.

I represent a part of indie development team and looking for advice from the community.

We need to create a dozen of characters with different action animations for our turn-based mobile game.

There we can find excelent and proven 2D or 3D animator, that can build on provided character concepts?

And how do you think what is better in terms of costeffectivness, making characters in 2D or 3D?

Thanks in advance and hoping to get some input.

With any contractor, you need to see their portfolio and you need to contact their references and check out their credits.
