I want to develop a basic card game on Facebook.
What is a good approach for design/code card game (C#.net, PHP, Flash, Perl, ..??)
I know C#.net, PHP, & perl.
Any sample tutorial for blackjack on facebook apps or web site? I want to learn from this so I can create my own card game.

To develop a facebook app you need to use the facebook api, you can visit the facebook developers site to get more information on how to develop an app.
As for card game tutorials it really doesn't matter what language you look up just google "{language of choice here} blackjack tutorial" you will get a number of results especially if you look for php, javascript or ajax tutorials. You should also be able to find a number of ruby on rails tutorials.
