Present unstable framerate

Hello,

i have very annoying problem and i have no idea, why it happend. I have a vertical sync enabled (when not enabled, i got around 1000fps). Problem is, FPS is very unstable, it's poping like mad .. around 20 45 60 80 etc.
I am just rendering scene with some effect, which is static, i am not moving. When i turn vertsync off, it goes ot 1000 FPS but i can still see somekind of fps popping 800 - 1200 FPS which is less annoying, but i would like to use vsync :) I measured how much Present lasts .. and this time is popping too.


What i can do with this problem ?
I am using DirectX9 and c++.

EDIT: I forgot to say.. FPS is very stable in fullscreen mode. Problem is only in windowed mode.
