Creating a 2D texture for use by BitmapFactory.

I would like to convert a simple brushed steel image to a 2D texture for use by BitmapFactory's decodeResource method.

Is there a public domain program that does this conversion? My environment is: Android, Java and OPENGL ES 2.0.
