Not allowing disabling of V-sync isn't really an option, as that's something someone can force on/off in their videocard.

Of course it's an option. An application has to setup conditions under which it expects to run properly. User options in an application imply that the behavior of the app will change in some way that the designer has accounted for. If the app is designed to rely on v-sync, providing the option to disable v-sync (just because the user can do it anyway) makes no sense.
