Before you create the vb you transform the vectors of your vertexes with the D3DXVectorMatrixMultiply func. Then you have a buffer of transformed vertexes and you can copy them into the vb!

But what kind of FVF descriptor has to be set then? Do I have to include an rhw value ?

the program needs to call Lock every time I want to change the Position of the X amount of sprites. Wouldnt that Reduce speed even more?
Well you will only have to lock it once per frame and then update all sprites.
