help using jakobsen method to simulate cloth

hello ive read through the following paper at http://www.ioi.dk/Homepages/thomasj/publications/gdc2001.htm and im still a bit confused with jakobsen''s approach to simulate cloth. anyone have or know of any source code demonstrating jakobsen''s method? from my understanding, cloth is simulated by creating a mesh of triangles with each edge represented by a "spring". As the springs contract and expand, the overall effect lets the cloth bend and wrap around other objects. but doesnt the jakobsen method relax all the edges to its restlength every frame? so as a result, your cloth of springs would be rendered as a "stiff" like board....or am i missing something? i appolgize for the crude manner in which this is written...too tried to think straight right now.
