What to look for in prospective contractors?

I know what I look for, i''m wondering what other people are looking for in prospective people do work for them?

People who do quality work ON TIME. English is a must.

Good references. Skills are a good, but if someone can''t provide you with at least 3 non-related, non-church associated positive references, run for the hills.

You should also create some kind of test for them to demonstrate their proclaimed skill.
Most contractors will likely want to charge for solving any kind of example work put before them. However, getting references, and giving a contractor at least the first one or two hours of your regular job interview questions will likely help.
