photoshop how to change color with saturation
original H:317,S:54,B:62
hue/saturation adjustment h:0,s:20,b:0
result H:317,S:63,B:66

I think this colour scheme is more usually known as HSV.
Hue - the colour
saturation - how white the colour is
value - how bright the colour is
So, Photoshop is probably using the naming Black instead of Value, which sounds like the same thing.
So you can only set the (base) colour (as in red, green, blue) by changing the Hue
