If you buy the compiler, you're allowed to release whatever you write using it, unless you get some restricted version such as an academic version (I know they exist for VC, not sure about VB).

Firstly, stop putting threads asking essentially the same question(s) all over the place. Your for beginners thread had this covered already from the look of it.

Now, to answer your question, you'll need to buy a copy of the compiler, but you are free to release any code you produce. There are indeed academic versions available, if you qualify.
