Oh, and police are allowed to, but only in certain cases. I mean, they try not to. Usually, they'll fire at some object that will stop the bullet without ricocheting if possible (makes the same bang for the crowd, anyways).

And you probably aren't allowed to be firing a weapon in your backyard, anyways... In our city, even air rifles are banned from being fired outdoors. (However, the law is only there in case something goes wrong. Otherwise, the police don't mind.)

It's about 130 MPH, but depending on the shape a bullet might fall considerably more quickly. Either way, if not for air resistance, the bullet would land at exactly the same speed that it went up.
