Fastest way to draw from a buffer

Suppose I have a memory buffer which hold a bitmap's data The first three bytes are the R, G, B values of the first pixel etc.... What is the fastest way to draw this bitmap on a window (using GDI) ? Thanks
There is nothing that can't be solved. Just people that can't solve it. :)
