I want to create a texture blending on my heightMap so: The low heights use a texture that blends to another one while increasing in the altitude. Is this possible without using a .fx file?Any ideeas?

Many things are possible without using an .fx file. They just make it easier. :) There are a lot of examples of this online. You could use a shader or multi texturing (depending on how many simultaneous textures are supported on the video card). Search for texture blending terrain. Gamedev has some articles under "Articles" at the top as well.
