DirectX is programmed through C++ or VB so I guess some knowledge of C++ or VB would be a little helpful.

DirectX is not a language, a program, or a Let''s-Make-A-Game kit. It is an Applications Programming Interface (API) to be used by programmers who are creating a program with a programming language. So, yes, you need to know C, C++, Visual Basic, Delphi, or some language that can be used to create a program and interface with DirectX.

Sorry to be rude, but how are you going to make a PS2 game when you don''t even realize what DirectX is? Not to mention that a development kit for the PS2 is what $10000?
