Greetings, I am doing a paper for school and one of the parts of my paper is on cell phone game development. I was wondering if there was a standard or typically used IDE for professional cell phone game developers? Thanks!

EclipseME is a plug-in to Eclipse. Eclipse is a popular IDE for Java, the plug-in helps with a lot of J2ME specific issues. The cost is nice.

I'm sure others will suggest their own favorites.
At work we use Netbeans 5.0 with the mobility pack for J2ME, and Visual Studio .NET 2005 express for BREW games.
Another commonly used IDE setup is simply Ant+Antenna with any Java IDE (IDEA, JEdit, JCreator, Textpad, etc.).

i think u need Wireless ToolKit for fast emulation first.
