If you're new to C++, I wouldn't completely suggest VC++ Express just yet. There are other IDEs that are freely available and don't have as much of a learning curve. One of them is Code::Blocks. It's an editor that will work with several compilers (gcc, VC++, etc).

You'll have to find another one for C# as C::B is for C/C++ as far as I know.
