What constitiutes as a publications?

I know that if you write something in a newspaper, magazine and books are all forms of publications. What i want to know is if you write an article for a website does that count as a publication. If so does the own have the rights or does the site or the community have the rights. I know this is a weird question to ask but I'm tiring to beef up my resume before I graduate and i don't want to misrepresent myself.

Anything that was published counts as a publication. Of course, if you have a publication on your own web site, the weight of that publication is considerably lower than that of, say, a publication on the Gamasutra web site.

As for the rights, you own all rights to any piece of work, unless there is a contract that says otherwise (there is such a contract between you and the publishing website, otherwise they couldn't publish your work, so you just have to find out what its contents are).
