Whats the best FREE audio library?

I tried XACT but I don't really want to use precompiled audio files and I thought about using FMOD but I need it to be free for commercial use. I've also heard that OpenAL does not properly support hardware, so what is my best option here?

If you want something very simple and don't need many features, I like SDL_Mixer. If you are doing much more than just loading and playing music and sounds from files you will likely find it too restrictive though.
Maybe BASS or the audio portion of ClanLib?

Hmmm I've been reading, as I understand Windows vista is using a core audio API to run all higher level libraries, my engine only needs to support vista and higher so that would work. How low level is the core API and is it worth my time to try to use it?
