OpenGL Cube Texture Slots

In OpenGL, a 2D texture and a cube texture can both be in unit/slot 0 (etc.)
Since there is only SetTexture(), is this not the case in Direct3D 9? Do cube textures have to be in a fully non-occupied slot or is there a way to emulate the OpenGL behavior?

I used to think HLSL texture variable is similar to pointer - it can have only one value, meaning it's either 2D or cube texture. Never thought OpenGL would have such behaviour.
