Hello everyone. Apologizing in advance if i put this in the wrong place (if i did please let me know and feel free to move it) but im kinda rushing around and wanted to throw this on here so i could get some answers while im out.
Im looking for a software for making 3d open world games (nothing to fancy just like basic ps1 stuff). Preferably free since im pretty well broke. I have a program that i can make terrains and characters and items and all that in but i need a software where i can put everything together like my characters in the worlds i created and making them interact etc. any and all suggestions would be appreciated even if they are pay programs but im really looking for something free. Atm i just want something i can put the planet ive created into and view it from space and be able to click or select different parts of the planet and have it load the areas ive created to correspond with that area of the planet, and be able to walk to the edges of the areas and have them transition to the other areas i have it set up for. (yes i know this requires scripting and what not but im hoping you guys have an idea of the sort of program i need.
Again threw this together in a rush so its probably full of typos and my worlds are probably jumbled but i hope you guys get my idea. Thanks in advance for any help and feel free to pm if youd like.

In my research I have found the Unreal Engine to be the best bet! The "UDK" is free to download and try out. It's better if you have a nice CPU, RAM and video card (it runs very slow here on my work computer)

There's a very visual interface in which to manipulate your gaming world. It'll take some time to get used to, but I'm sure its intuitive interface will be easy once you get the hang of it. Good luck!

No I'm not UDK rep, I'm just a guy who had to do 16 hours of research for my company's game dev project and I happen to have the answer to this question =P
