Lowest android device to target?

I know there is a list where you can see the demographic of how many users are using different kinds of plaform versions: https://developer.android.com/about/dashboards/index.html#Platform

But is there some other "list" that can recommend what device to test on to know what is the lowest performance you should target for?

I assume devices gets more powerful all the time so the best lowest target my be moving up, but it would be very useful to check to see if you should buy a new device to test your lowest performance on. I know you should have several devices to test on, but just to know what to target.

Is there a such device right now that is the best "catch all" to target?

Well going on the dashboard figures and what is supported by most apps, gingerbread seems to be the lowest supported by most apps right now, i would target that and opengl 2.0...
