I would like to know if there is any software that allows to draw a level map. I ve already been advised that i could use a software like inscape but i would like to know if there is a specialize software for this task, if there aren't any i think it will be faster to do it with a pen :D .

I think you want to Google for "Tile Editor". Personally, I've thrown together my own and haven't really needed anything advanced so I've never bothered to see what the different editors can do.
