NVIDIA Nsight Systems Adds Vulkan Support

<p> NVIDIA has released <a href=https://devblogs.nvidia.com/nvidia-nsight-systems-adds-vulkan-support/ rel="external nofollow">Nsight Systems 2019.3</a> with Vulkan support for Windows and Linux operating systems.
