Well it seems to mostly be some kind of patch-up mechanism for WINE to Gallium3D, and Gallium3D only supports the open source drivers for the GPUs. So personally I have to say that's not very interesting at all.
I hear it can only be used with Wine because of other windows-ish dependencies that Wine implements.
As Promit says, only some FOSS drivers use Gallium. AMD Radeon (<=HD 6XXX series) cards being the best supported on Gallium (but still behind closed-source drivers on 3D performance), it won't be very interesting for the common game developer. Even intel's official FOSS drivers don't use Gallium (there's a 3rd party effort to do so). That leaves many users out.
