Go here( http://www2.arnes.si/~sopjsimo/gimp/stable.html ) and download the GTK+ 2 for Windows and The Gimp for Windows (version 2.0.5).

go to the windows version and choose whichever method is easier for you to install: an exe, a bunch of .zip files, or the source code which you'll compile, etc. for you, i'd suggest the executible.
