First you need some webspace and access to server side scripting then you need to find wiki software you can run or write your own if there's none avaiable that uses whatever languages your webserver has.

Your best bet would probably be to get some webspace on a server with PHP support and MySQL DB access then you'll have plenty of options for wiki software.

MediaWiki is a good package. It's the one used for WikiPedia among other things, and is fairly simple to set up if you don't want to do anything overly fancy. To run MediaWiki you'll need a host with PHP and MySQL support.
