I'm looking to make a 3rd-person RPG a-la Legend of Zelda Ocarina of Time. Are there any good third-person RPGs for PC with a good selection of mod tools I can use? I'm particularly interested in games that are easy to mod and easy to control with gamepads. Thanks!

Torque might interest you... you might be able to work with it -- thought, heavily modified.

I can't think of many good PC RPGs, never mind biased towards gamepads, or with easy modding capability. Neverwinter Nights does well on the 3rd criteria, as does Morrowind arguably.

Kylotan is right about Morrowind. It's a beautiful engine with a huge editing capabilities. They even allow you to open up the game world itself and modify it as much as you want. I haven't played with Neverwinter Nights that much, but I've heard that it's a fantastic development tool.
