'Best' C++ compiler?

I also have some issues with .net I don't really know why.

I tried borland's and mingw with dev-c++ I ended with mingw.

I have to accept my mistake I was also talking about IDEs not only compilers.

Borland's is good but there are few lirbraries / samples made for it, almost everything goes for VC but fortunally dev-c++ has some compatibility with them.
