Best free php forum available. Period.
I'm a personal fan of

but there are tons out there. Try a few and see which you like best.

I'd suggest IPB 1.3 (Invision Power Board 1.3)
Up to this version IPB was free, then the company made the software available only to paying customers..
Anyway, I think it's a great pre-made forum, the only thing is you'll have to look carefully for it as it is not available from the official website anymore.
You might be able to find it on emule legally, as it was a free software.

I agree. This is the most feature-rich, robust and easily-maintainable free forum software I've seen so far. Works great. Has a ton of extensions/mods (and a proper extension-loading mechanism to prevent them from modifying the core forum and screwing up patches), and a nifty auto-update function too (log into the admin control panel, and click update, wait a second or two, and it'll patch the necessary files to the latest version)

And unlike with phpbb, I haven't seen it get hacked yet. [grin]

Thirded. I <3 the crap out of this software; intuitive interface, silly easy install (unpack tarball->finished), very reliable. I'm running 3 separate forums on this framework.
