I highly recommend a tool named TCPView, avaible from sysinternals.com (now a part of Microsoft.com it seems). There are also many other very useful tools at that page.

Hi DvDmanDT,

I was using that tool, but it doesnt show me (unless I am not using it properly) the state of TCP/IP resources. Its a useful tool, but I need something a bit more lowlevel.
