How Can Develope games on WEB...?

Can i with this gadget make games that can send player's record to

To send data to a server and receive data from a server you will have to learn php, mysql and xml.
"will" here is inaccurate.
You could do that, yes, but you could certainly use other languages, systems, and message formats.
the easiest way to send data in flash/actionscript is using php and xml.
