I know music used in games is usually based on the mood, but how do you determine what type of music is good for the title screen? Is it based on something that best describes the game or is it something else?

It should be self-evident that the music on the title screen should inspire the major emotion(s) of the game. The title theme for a Mario game is bouncy, playful. The title theme for a Zombie Doom game would be dark, ominous, dangerous, violent.

As an alternative idea, consider the “overture.” An overture combines the various themes that will be heard in the overall composition or opera or play or movie.

The player is going to hear the beginning of that track, and only the beginning, every time they start the game. It's also among the first things the player hears upon starting the game. So focus on making the first few seconds of the track as good as you can, while also being low-key enough that it stands up to lots and lots of repeated listens.
