I''m not sure about PS2, but the PS1 dev kits are £20k and you don''t pay for the license. A lot of people do assume you pay for the licenses and you have to get both the license and dev kits at the same time, but for the PS1 and AGB that is not true.

You might even find that the figures are lower than the ones you guessed :-)
